So if the war ended in May of '65 and the 13th ammendment was ratified in December that same year, where does June 19th come in?

It takes a while to ride your horse to Texas and let the slaves know that they're free.

If I remember correctly, according to Brion McClannahan there were four slave owners and a total of 25 slaves in all of Texas when the war ended so I guess you couldn't rely on the word to spread but had to ride the length and breadth of it to find all of them. Looking at it that way, it kinda makes sense why it took until June of 2020 πŸ€”
