I would that we would create a world where people are free.

No Congress; No Parliament; No rulers

People would follow their conscience without threat of violence.

No one would steal people's money (taxes) to redistribute to others. Instead people can do with their money the way they think best.

Leaders would be followed voluntarily, not by threats of violence. No terms of service so they could be discarded or replaced at once if they got a mind to force their rule.

All necessary government services would instead be provided by those same free people. Which is where all the good answers come from anyway.
