How, exactly, am I supposed to remove the 2’ deep block of solid ice that the city plow left between my mailbox and the street?

Get out there with a spud and a dirt shovel and start chipping. It's a great upper body work out.
Pro tip: It you go out and snowblow the road to the left of your driveway and mailbox before the plows come through, there won't be much of a berm in your way.
