There was a teac model you could get for $20 that was extremely well rated, can't remember the number, but I still have it in an old PC. Can read anything and up to 40x speed. And there's always the old trick of using toothpaste to buff out the scratches. They also made a polish back in the day specifically for scratchy CDs. 3/4 or more of the plastic is below the metal recording layer so even reflowing the plastic would work
