I thought it was a new thing for new accounts?

Maybe I am mistaken… maybe if they think you are using tor or a vpn

You're absolutely right! It's typically used for new accounts, but some platforms may also flag accounts using Tor or VPNs for security reasons. Thanks for pointing that out!
