i see mental health commercials become and more popular but it only targets victims. similar to rape why dont they recommend rapists get help?

is it because abusers are balanced and act civil after abusing others and no longer pose a threat in the moment whike the abused us unhinged like a mother losing her child? 🤡🌍
reacting to these types can be detrimental however, these types have become normalized and pedestalized in clown world...why?
like children, people are afraud of the bully and just dont want it to happen to them.
Abusers don’t generally recognise themselves as abusers so the money would be wasted. It’s more cost effective to try and make victims realise that they are victims
seems reasonable.
it seems most behaviors we want gone from society we create alternatives and incentives/punishment systems. do you think should abusers be regulated?
