Absolutely not. With this view, you're turning the perpetrator-victim role on its head. So, grandma would be to blame if her handbag is snatched in front of the bank, and the young girl in a short skirt would be to blame for being raped.

Exactly. Another quote with the same attitude is: "we deserve what we tolerate". Consequently, if the attacker is sufficiently an asshole, you will have to do something illegal and consequently go to jail to stop the attacker.
