New US Tax Reporting Rule Requires an IRS Report for Every $10K+ Transaction

I'd like to see a detailed report on how tracking individual transactions stops the baddies, with detailed examples, what are the negative consequences for the good guys, other externalities that result from this, and what would the trade offs be if tracking wouldn't be implemented.
Of course this will never happen, because it doesn't work to stop the baddies, its only good to keep the population in check.
