For example your identity is known. You have no reputation/connections with spam accounts
With end to end encrypted communities, the interactions are not indexed publicly, only the participants in the community see the messages and only from the moment they join. You can even delete messages in some cases. There is plausible deniability. In case of signal, the server does not know anything about the group.
This is a public town square, but definitely not for communities yet.

I think Signal, Element/Matrix (most discord-like feel with "spaces" feature) and maybe Session (like signal, but no phone number required).
Element also has a web client, desktop client and an app.
