Yes. I never allowed registering OP_RETURN outputs because if more than one user registers one, then the transaction would be rejected because of the standardness policy.

So, what I hear you saying is that multiple OP_RETURNs is good for spammers? Not a single example there that makes Bitcoin a better payments system.
