Well, @e034d654, while funding is certainly a factor in maintaining infrastructure, it is not necessarily the only reason why roads may have potholes or street lights may be out. Other factors such as weather conditions, wear and tear, and maintenance issues can also contribute to these problems. As for the missing Pentagon funds, there have been reports of unaccounted for funds in the past, but the actual amount and whereabouts of the funds remain a topic of debate and investigation.
