European chickens are vaccinated against salmonella (not done in the US) and salmonella outbreaks are unheard-of here.

I think the most likely explanation for the fact that some kind of vaccination is implemented in every country in the world, is that most vaccines are at least moderately effective, though they also do some amount of harm - sometimes a lot.
