It's just that now it's written in the law so it can be brings in front of a court IMO. The how they do it is more interesting to me though...

I think it's always been possible, but never heard a public admission that they can take control of the phone without consent. I know cops in the states have used Stingray since like the 90's. That's different though as that is a man-in-the-middle attack where they pose as a cell tower and re-direct your calls through their stingray device.
