If the US didn't meddle in the affairs of other countries, they wouldn't suffer the way they do. Ever since the formation of OPEC by Venezuela, the 1973 oil embargo, and the rationalization of US oil assets, the US has sought to isolate Venezuela. The independent stance of the country threatened the US' petrodollar hegemony. We haven't sought peace, we've backed Venezuela into a corner. There's no direct evidence that CIA has operated inside Venezuela to destabilize it, but when you look at what the CIA has done to the rest of Central and South America, would it be a surprise to anyone?
