Not quite. The "gossip" in the NIP specs is a kind:10002 event spread to a huge amount of relays. This event contains profile info and where they usually post to, allowing clients to both discover profiles and relays, as well as servers having an improved search.

The idea of clients acting as gossip-ers is probably ment as in, "fetch profile infos and drop them to relays you come by". But I am not totally sure.
