I am afraid he is really preparing for hard fork.

I don't think there is any other explanation (apart from him being stupid, which is not the case)

He will probably try to pull paper Bitcoin suitcoiners and government ("evangelical republicans") in.

It will all be for the children.

Its going to get nasty.

Hard fork of what? the opreturn change is a mempool policy argument.

Mem pool policy does not prevent csam on bitcoin. Only way to do that is hard fork that would establish some central entity deciding what can be in blocks.
