Government subsidies of any kind are not a part of capitalism. Capitalism says charity shouldn't be a role of the state because the state isn't effective at it.
That is not what capitalism is according to Adam Smith. Have you read Adam Smiths writings? How do you have property claims without someone to enforce it? Who protects you from someone taking your property?
