Does he have actual knowledge of the big picture to substantiate that claim? It may be that an entirely separate system/process that accounts for these funds. Do not trust his DOGEy crew to have actually done the work and listened to people enough to understand what they observed.
This is part of the "dark money" that I've told people about for years. I wasn't able to pinpoint how or where but some places strangely ended up with LOTS of money.
I'm willing to bet that other countries around the world have these same magic money computers.
Now the question becomes, who made them?
