Did he do something special or is it just paid relays working as intended by providing a paywall for spammers?

No paywall on filter.noatr.wine as it harvests from the main public relays.
He has a bunch of policies that kill spam and other undesirable content to though.

On Amethyst go to security filters, hidden words, and add "xDBupZD" without quotes or you can add the whole image URL

I only use filter.nostr.wine.
It broadcast to the main public relays and reads from them.
Great for performance and data use, especially useful if roaming.
