If the gov where to try to KYC a digital internet idenity through ISP. Is there a way we could combat this? Could ISP ban nostr??

Hard to say. That would be a totalitarian world, where free speech would be completely outlawed.
We would run “Guerilla relays” over Tor, host in other countries and would maybe be split in smaller communities. Since most of nostr clients is opensource it would be hard to censor.
One serious attack vector are the AppStores, Apple already banned the content zaps ⚡️ in Damus.
