Short answer: yes

Long answer: they always have been on chain, the chain is just the witness for layer 2 state. You can trade between L1/L2 using atomic swaps and so on.

Good, I remember rgb that once it goes offchain it was like burned sats that can't come back on chain. Glad that's not the case here.
