Binary choice because a lot of staff-work is done in advance and the best (in their possibly-wrong opinion) two options for the situation are presented to "the boss", at whatever unit headquarters they're at.
Can be three options, but we were taught to keep it to two unless absolutely necessary.

I do like the idea of voting because it is the most peaceful form of protest or decision making for a large group of people. I'm not a fan of mob mentality but believe there should be checks and balances.
People are social individuals so the idea of full "decentralization" isn't entirely possible. Yes, people are very independent but there are times when everyone asks for help from others. Life is a balance between independence and being social.
As for the original question, and an addition too, would it matter if we were already at war?
