I feel like the solution to that is some sort of setting where zaps are required to comment, even a 1 sat minimum requirement would probably deter these things.

I see, are you referring to the cost to run their own relay or to use premium relays such as primal's?
also I suppose their will always be some pervs that will eat the cost for the opportunity to do stuff like that. π€·ββοΈ
