Coops are democratically run without a state government. Democracy can and does exist without nation-states and vice versa.

The best grocery stores I've been to are locally-owned co-ops, and the comparison isn't even close.
This point seems hardly worth debating, but it’s not logically valid, because it conflates rather unrelated entities.
A #democratic state is related to a #coop, the same way that a concentration camp barrack is like a coop, and therefore also a #democracy.
A participant can divest themselves from an #economic coop, and continue independently.
There are no economic coops on this world that #government people farming #gangs - democratic or otherwise - consider to be outside their “coop” jurisdiction.
On this #PrisonPlanet, we are forced into “coops” by birth, and can’t divest from them without joining another “coop”, which is just as fundamentally coercive and involuntarily formed.
If a barrack doesn’t suit a dweller, they are free to plead with its supervisors to allow moving to another one, but that is all unrelated to democracy or economic coops.
