I think you copy the note ID and then paste it in your post, but maybe it depends on the client as well.

For Amethyst, it is in the latest release, a pop-up to quote ... But I don't have that version yet so can't try it out. I read .17.2 release
Just click the Quote icon and don't put any text in the editor.
