Neither, though I am doing my part to help spread nostr within my own social circle. I'm also writing a relay in Rust, though it will be a while before I publish the source code online. My priority is to bring open-source and privacy-respecting software to the Muslim community, though there is a long road ahead
There's a relay written in C++ called strfry, and there's one written in typescript named #nostream. Maybe you can get inspired by them.
Nostream seems really easy to operated and .make money with. They might inspire you.
It would be nice if #nostr had a github repo with automated tests dor relays so anyone implementing a relay would know if he's doing the right thing or not.

As for wartime, infrastructure is generally quite spotty so apps like Briar which can leverage bluetooth to create a mesh network are ideal. I'd recommend looking into it if you haven't already
