Culture is a made up construct.

Culture is something that materializes organically.

Correct - it's catch-all for the things we do as humans to survive, connect and flourish in groups. It's not at all weird to enjoy the things like that you grew up with, the shared stories, the art, the music, the food, the rituals... That can plausibly be separated from government. But then you get to the next issue: Do the referents of "the culture" map all and only to the same geographical area as referents to "the government" (or at least its purview)?

Idk about that. I think they can be the norms and practices of a particular area. These could be based on the climate which pushes people toward a particular dietary preference. In a tropical area, the natural remedies and herbs would be unique to that region compared to a desert area in the Middle East.

That’s not culture.

Then what is it?

Is tomato sauce part of Italians culture?

Idk maybe. Are tomatoes prevalent in that region? Is it a major staple of their diet?

They were not. From South America.

So what is culture?

I already told you.

Then what do you call the shared beliefs, values, and practices of a group of people?

Sheep?

Cult?
