If you do t understand how govts and agencies work let me give you a primer…. If every company starts doing what you suggested what will be the price of #bitcoin ? Whenever a new technology like #Bitcoin  is invented then govts agencies act very quickly and do whatever they can to avoid catastrophic collapse of status quo &apocalyptic possible scenarios from riots etc.. so they do whatever they can to make the change as smooth as possible! Be it printing press be it internet be it #Bitcoin  so they pressure / regulate companies like $AAPl to not do exactly what you suggested. The recent push from DOJ against is prime example of this… #Bitcoin  is inevitable intel agencies know it… but not all Hoomans can comprehend technology like #Bitcoin  so agencies/govt exploit that not with bad intention essentially but to smoothen the transition !
