I imagine back then it would have actually been much easier. Sure, barely anyone was educated, but everyone knew who the monarch was and every transaction involved coins so it would have been much more difficult to obfuscate whereas now with most being digital, there is additional layers of abstraction which hides the debasement day-to-day.
