Massachusetts voters in 2022 approved a 4% surtax on annual income over $1 million. Revenue from the “millionaires tax” increased to nearly $3 billion during the 2025 fiscal year, according to the Massachusetts revenue department, up from $2.46 billion a year earlier. It is difficult to assess how the number of millionaire filers in Massachusetts has changed since the tax was passed because of a lag in tax-filer data from federal and state agencies. Plus, the stock market’s climb might have created new millionaires in the state. But the early data from the state’s revenue department shows enough high earners continue to reside in Massachusetts to exceed the state’s forecasts for revenue generated by the surtax.
