Nostr will not prove to be censorship resistant unless relays are operated over an anonymizing network, by anonymous operators.

However a very high bandwidth anonymising network seems not very plausible today.

That relays can be paid and incentivized with high levels of privacy is very helpful but doesn't solve the above.
