Any “country” that size would be better off in terms of “corruption “ by being at most a confederacy of independent states. ANY would be - US, China, India, Russia, Brazil - ANY.

“Brazil” is just a particular large , armed gang calling itself “government “ over a large group of individuals.

(It’s not in any “danger”. Such meetings are a distracting waste of time - proven in many other “countries”.)

Any such gang funds itself 100% in a criminal way - by coercing money from that large group.

How do you imagine that any such group would not practice “corruption “, when it’s fundamentally a criminal enterprise?
