The way I see it, it depends on how soon or willing people are to finally admit the stupidity of letting blindly stupid compassion get in the way of civilization's need for law and order... and then avoid overcompensating by clamping down so hard that government can abuse it and you come allll the way back around to provoking government corruption, prohibition era style organized crime, and similar violence.
