I've seen a couple notes going around that say #Amethyst is using some sort of social credit score or ither behavioral metric to limit user reach.

Is there any truth to this?

The truth is that if multiple people block/mute/report a user for inappropriate content/shitty behavior and you follow some of those people, it tells you that others have muted/blocked/reported this person for reasons and you still have the option to view the content.
