This concept is used to protect service endpoints or, when combined with other OIDC or oAuth implementations, enables identity-obscured authentication.
Yes, it's also an extensible library for other authentication servers (like Mint).
Please use it when you want to restrict access to community users but also grant anonymity. Also I want to create that server application.
