Game theory-wise, why would china disclose this? Part of the value (a lot of the value) is based on scarcity. Making people think it’s more scarce than it really is should be attractive?

Yeah, very true, disclosing is a bad idea. The only way it makes sense is that they want the price to drop so they can buy more, meaning they are over-inflating what's in the reserve they discovered.
