I think this is mostly bluster on the President’s part. The US and Russia both regularly send nuclear attack boats to each other’s coasts. And if he is talking about missile boats, how would that be different than a normal deployment? Those missiles have thousands of miles of range, anywhere deployed is going to put Russian targets at risk.
