How could it become a CDBC? Bitcoin is global. In my opinion, bitcoin has no boss and has already 'won'.
I guess the vector is a combination of KYC and chain analysis. The government could know what an individual is doing with their #bitcoin and take measures to influence behavior or even impose penalties.
