Can you really secretly mine in any capacity?

Bhutan did, or at least no one knew it was the government mining. They don’t allow private sector mining in the country, per that article.

I wonder if any politicians are engaged in that sort of operations in states with low energy costs… ? actually that’s a little rhetorical
