They basically made it a pain in the ass to find a torrent file, shut down any centralized service that makes it easier, or force them to use shady hosting that makes them hard to distinguish from phishing sites, etc.

Exactly! Centralized networks are easy targets. Chop off the head, and the body falls.

But with P2P, it's like a hydra – cut off one node, and the rest keep trucking along.
