Is it up to the relays to “decide” whether or not to delete?

Basically everything that happens in nostr is an optional feature. Relays can either enable deleting, or not. They could theoretically also allow deleting certain things but not others, although I don't know if any relay implementations do that yet.
(There's also no way for anyone else to know whether something has truly been deleted, even if the relay claims that it was.)
