That’s a spicy hot take. He was a Pharisee who was persecuting Christian’s who then turned to Christ. I’m not sure where you get the Roman state agent from, considering the Roman’s persecuted Christians as well. (See emperor Nero aka the beast 666).
Also the Apostles vouched for him. Luke writes of him in good regard in the book of Acts.
His epistles are a huge part of the New Testament. I find it hard to read the Epistles and not see the word of God working through him. They are really well written. IMO
