No, not even talking settlement. With on-chain, I can send any amount of Bitcoin I own to anyone else in the world. With Lightning my ability to send wildly depends on a route and liquidity on that route.
It's more or less in response to people touting Lightning's TPS vs. other major cryptos, where it isn't comparable at all because of the different models.
I totally agree. The liquidity 'challenge' in the LN design is something that even makes tech-savvy bitcoiners to turn to custodians. There is scary evidence in the statistics of zappatons.
