I am talking about the most annoying spam of all - public replies to people you like following selling all sorts of shit - we don't want each and every user to have to blacklist these people, they need to be killed.

I propose introducing a hierarchy of "blacklisters" ; good actors who are willing to spend time calling out bad actors. This will require the community to somehow verify the "goodness" of such blacklisters.
