These regulations would invert the entire system of power away from the People and give it to unelected Bureaucrats.
Which paves the way for a bolshewik/communist system where every citizen is declared a criminal until the unelected mob/elite decides it isn't so.
Innevitably it would be tied to "pre crime" automated analytics by AI and other algorithms scanning your entire history for one outtake to make you a slave forever.
