Dumb question- why doesn’t El salvador hold bitcoin like an etf and just issue bonds. How are these bonds different from the spot ETFs?

They are trying to get there to build their volcano power plant. Govts move slow, but they are on track. The bonds will be to fund bitcoin mining by the country via its natural resources.
