The state is like an animal farm.
Imagine you are the farmer and you have got 100 chickens. 3 of them are smart and learned how to sneak out during the day to enjoy freedom outside their fenced area. They return back in the evening, acting like nothing happened.
You, as a farmer, do not like it because sometimes they hide their eggs out of reach. It is a loss.
You could punish the 3 chickens. That would scare the rest of them away from atempting something similar in the future. Make the punishment spectacular. A kind of a show trial.
You could kill them quietly without a trial. From the perspective of other chickes, this will look like those 3 just disapeared for no reason. They would make for a good soup, but you are an egg farm, not meat farm.
In our case, you as a farmer decide to do nothing. You do not want to draw attention to the fact, that farm is not freedom, and that you are a tyrant. That real freedom is somewhere else. Besides, a loss of couple eggs a day is not worth the effort, if it does not make a difference in grand scheme of things.
One thing I did not mention yet is that you are not the owner of the farm, but rather an employee, like the people in state bureaucracy.
