It confused me until i read a book that explained people had something to gain from the oppression of others: they could take their possessions, abuse them, without state legal consequence, and so they did. It explains everything from ordinary German's indifference, to the SS cracking crying toddlers' skulls against the side of a truck, to the Jehovah's Witnesses' resistance to that.
