Yes and no.
They are 3 different nodes, but the voting value depends on the value sent true the nodes. So you are entitled to as many votes as with 1.

Yup, economic impact (from a “voting” perspective) would be the same regardless of how many nodes you’re running. Remember, nodes enforces the rules and can entice miners to change the rules if the miners think they’d be at an economic disadvantage by ignoring a cohort of them. It’s not an exact science though…social consensus is very messy.
