Goats like any other animal only test fencing when they don’t have what they need in the area they are fenced. “If it won’t hold water, it won’t hold a goat” euphemism isn’t as true as some think.
For most animals I would agree with this. Have you ever tended a herd of goats personally? Goats are amazingly arbitrary and stubborn animals. We milk three twice a day, feed them COB and they still find reasons to test everything in spite of the incentives.
